Progress Report on 25 Point Tribal Development

1( a). 500
Junior Basic Schools in ADC area which do not have any pucca
building at present would be provided with a pucca building by the
year 2002 AD.
The list of 600 J.B. Schools located within ADC
area has been prepared and given to DMs for construction of OBB
buildings. The progress so far achieved is as below :

During 2000-01 Director, School Education has
placed Rs.147.39 lakhs with RD Deptt. being 40% share of the cost of
construction of 133 Primary School buildings in ADC area. XI Finance
Commission has sanctioned 25 schools in ADC areas, this fund also
placed with RD Department.
1.(b)
Also 244 JB Schools of ADC which have
only one teacher at present would be provided with at least
another teacher by December, 1999.
Out of 244 single teacher schools, double teachers
have been posted in 161 schools.
As pointed out by the C.M. officials of State Govt.
as well as ADC have to ensure proper functioning of the schools under
Chawmanu Inspectorate. Recently School Education Deptt. has placed
services of 200 Kokborak teachers to ADC.



2. Six residential schools exclusively for
tribal students of class VI to class XII would be set up in the
State at Khumulwong, Ambassa, Kumarghat, Kanchanpur, Birchandra
Manu and Karbook by the year 2001. These residential schools would
be of the highest standard and would be managed by the Tripura
Tribal Welfare Residential Schools Society, an autonomous body
under the Tribal Welfare Department.
Progress in respect of establishment of 6 (six)
Ashram / Residential Schools exclusively for tribal students of class
VI to class XII is as under :

A proposal has been sent to GOI for release of
central share for Karbook. The school at Khumulwng may be started by
way of providing accommodation of the students in the main school
building itself pending construction of boarding. Toilets as required
may be constructed for this purpose. In a meeting, decision has been
taken for opening the school by June,2001.



3. Five schools, one in each District and two
in West Tripura District, which have sizable number of tribal
students and have hostel facilities would be developed as centres
of excellence for promoting sports and athletics amongst the
tribal students.
The following schools have been selected by the
Sports Department with a view to develop them as centres of excellence
for promoting sports and athletics amongst the Tribal Students:-
WEST TRIPURA DISRICT:-
1. M.T.B Girls H.S School , Agrtala.
2. Tulashikhar H.S School, Khowai.
DHALAI DISTRICT:-
3. Kulai Class XII School, Kulai.
NORTH TRIPURA DISTRICT:-
4. Kanchanpur Class XII School, Kanchanpur.
SOUTH TRIPURA DISTRICT:-
5. Chatakchari HS School, Sabroom.
Sports Department has sent a scheme amounting to Rs.
150 Lakhs to HRD and NEC for according sanction. It appears, no fund
was sanctioned so far from GOI and NEC. The Secretary(Sports) informed
that for construction of indoor hall at the rate of Rs20.00 lakhs for
each as per recommendation of NE Taskforce for infrastructure
up-gradation were approved for above 5 schools.
There is no shortage of PIs and Coaches in the
above schools. However, specialised Coaches are being provided.
One Sports School was started at Agartala which
includes 17 tribal students out of total strength of 30. TW Deptt. has
already placed fund for Rs. 9.20 lakhs.



4.(a) At least one hostel for tribal students
of degree Colleges would be set up in each District at
Agartala,Udaipur,Kamalpur and Dharmanagar by December,2000 AD.
At Agartala 30 seated and Dharmanagar 20 seated
hostels for ST degree college students have already been opened.
Construction work at Udaipur is completed. Construction work at
Kamalpur is nearing completion.
4 (b). In addition, one hostel for tribal women
students will be set up at Agartala.
Site has been selected for 100 seated ST girls
Hostel at Colonel Chowmuhani, Krishnanagar. The relevant Drawing and
Designs have been approved. Construction work has been entrusted with
Tripura Housing Board (canceling NPCC), accordingly fund for Rs.37.43
lakhs, out of estimated cost for Rs.80.47 lakhs has been placed.



5. Vocational Training centres for tribal
students, one in each District at Dharmanagar, (North Tripura ),
Bishramganj (West Tripura ), Udaipur (South Tripura) and Kulai (Dhalai)
would be made functional by December,99. Three more Vocational
Training Centres would be setup at Tulasikhar, Mandai and
Rupaichari. In each of these centres, 50 tribal youth would be
imparted Vocational Training per centre in important employment
oriented trades with the help of Union Govt.
4 (four) Vocational Training Centres at Dharmanagar
(North), Kulai (Dhalai), Bisramganj (West) and Udaipur (South) have
already been made functional with a capacity of 50 each. 4(four) more
vocational training centres at Tulashikhar & Mandai (West Tripura)
and Bagafa & Rupaichari (South Tripura) have been completed.
Training will be started immediately. A mechanism to assist past
trainees should be developed for self- reliance. It is also decided
that one week training on EDP should be organised by the concerned NGO
for each group before the end of vocational training.

been taken for conducting survey amongst passed trainees of vocational
training centres(VTC) to ascertain the employment situation of them.

6(a). Special coaching centre for Madhyamik
drop-out tribal students with 100 students capacity will be setup
in each District.
Special coaching centres for Madhyamik drop out
tribal students have been opened in all districts details of which are

6(b). In addition study circle for coaching of
the meritorious tribal students for appearing in the examinations
of class XII and the JEE will be setup in each district. Both
Special Coaching Centre and Study Circle will be established by
December, 99.
One study circle is functioning at Agartala.
Coaching Centre and Study Circle has been opened in Districts
irrespective of the number of students. Wide publicity was given on
opening of the centres. Since number of students available at
Kailashahar is less, DM(North) has been asked to explore whether,
Study Circle can be established in any other place.

One study affairs cell has been setup in the Tripura University to
provide information to all students about availability of professional
opportunities out side the State.
6(c). Apart from them, 100 tribal students
from outlying schools will be given coaching every year at
Agartala for JEE from 1999 onwards.
At Agartala coaching for JEE provided to 42
students during 1999-2000 and during 2000-01 to 76 students, out of
which 24 students have got selected. During 2001-02 coaching taken up
for 60 and 18 students at Hindi H.S. School and Umakanta Academy
respectively.


7. Minimum 25 meritorious tribal students would
be sent for coaching outside the State to appear in the Civil
Service Examination (IAS ,IPS etc.) conducted by the UPSC with the
help of Government of India.
15 ST students were sent to S. N. Das Gupta
College, Delhi for coaching during the year 1998-99. After proper
screening, 6 ST students (3 for IAS & 3 for MBA) have been
selected and sent during the year 1999-2000 for coaching at Delhi. 1
student was sent during2000-2001. One coaching centre for the same has
been opened by Bharatiya Vidya Bhavan at Agartala, where 5 ST students
have undergone training during last year and 4 students during current
year.
The Chief Minister has desired to take all possible
efforts so that, within next 2(two) years some tribal students should
qualify in Civil Service Examination.


8. Integrated Area Based Projects would be
taken up for comprehensive development of 25 most backward tribal
areas of the State.

As decided by the State Govt. 15 new Projects were
taken up during the year. DMs have sent Project reports. Out of 15
projects 7(seven) are existing Projects only but properly recast.


9. The State Govt. with the help of ADC, Rubber
Board , Coffee Board and Tea Board will raise 5000 Hectares of
Rubber , 500 hectares of Coffee and 1500 hectares of Tea
plantations benefiting a minimum of 5000, 500 and 1500 families
respectively by the year 2002.

Coffee : Preparatory steps like
procurement of seeds etc. were completed for 75 ha. during this year
and for 100 ha. during next year.
Tea : Nursery raised 12.00 lakhs for planting
during this season. 338acres will be covered.
Rubber : Tribal Welfare Deptt. has been placed
Rs.103.25 lakhs to TRPC Ltd. for planting 413 ha. during this season.


10. At least 50% of the MI Schemes would be
taken up in tribal areas during the next four years . A minimum of
4000 ha. of irrigation potential would be created in tribal areas
through MI Schemes / Pick up weirs, earthen /RCC dams etc. during
the next four years.
The target and achievement of the M.I. Schemes
implemented in the Tribal Areas (considering at least 50% of the total

11. At least 2000 tribal youth would be
assisted under self-employment programmes during the next four
years.
A self employment policy to gainfully employ all
unemployed youth has been announced by the State Govt. One society was
also set up. NABARD in collaboration with TW Department and TSIC Ltd.
drawn a schedule of training under EDP for covering 300 educated
unemployed Tribal youth for a period from June to December, 2000 in
(ten) batches. Duration of training for each batch is scheduled to be
of 2 weeks. Accordingly as per schedule, training for 7th batch has
already been completed. TW Department has so far assisted 11 (eleven)
ST women @ Rs.10,000/- to each for opening individual small
enterprises.

12. All the ST Vacancies available in the State
Govt., where suitable candidates are available, would be filled up
by 2002 AD.
53 Departments have furnished report on the vacancy
position to GAD and a few more Departments are yet to furnish their
report. Accordingly 480 posts out of 6250 vacant posts reserved for ST
in different Departments have so far been filled up since announcement
of the Package. GAD is monitoring the filling up of vacancies in all
Departments. Registration of Graduate/Post Graduate unemployed ST
youths was conducted by T.W. Department and sent to respective
Departments.
